The Government Excellence Model (GEM) represents the philosophy of organizational excellence and the leadership mentality that believes that quality and organizational excellence are key for achieving leadership and enabling effective, positive governments to shape the future.
The Government Excellence Model (GEM 2.0) has been divided into three main pillars; each Pillar comprises a set of Criteria that represent the basis that guides the government entity wishing to achieve leading position, sustainable growth and competitive advantage. Each Criterion encompasses a set of Principles that define and explain a high level meaning (general concept) of the Criteria and can be utilized as a guidance intended to give examples to aid interpretation of the Criteria.

The Government Excellence Model Handbook provides an overview of the model and modern concepts to shape future governments and achieve the ambitious vision. The Handbook also includes detailed criteria to develop government work programs to attain the highest positions, as well as an evaluation mechanism that ensures optimal evaluation of the leading position of government institutions.
